Tomcat 7,8,9 Default Administrator Password
By default you can see the below content in tomcat-users.xml file under (apache-tomcat-7.0.88\conf)
By default nothing is configured so add your own username and password for manager-gui roles to get the access for Manager App & Host Managers.
Why are we facing the issue: Because no default stuffs are added

The same you update with the username and password you want for manager-gui role in tomcat-users.xml file under conf folder:
This below block sets the username: root, password: root for apache tomcat manager gui.
Adding root/root as username and password

Now you will be able to access http://localhost:8080/manager/html with username:root and password:root
Possible issues you may face
Changes are not reflecting ?
Just check tomcat-users section is outside of the commented one, it should not be between the <!– and –>, because it is commented, tomcat is not able to understand the changes you have done.
Restart the server if still not reflecting your changes.
