Step 1: Go to https://market.android.com/publish/signup
and it ask the following details,
Name:
Email Id:
Website: (its not mandatory)
Phone Number:
then give continue.
Step 2: Read the agreement carefully and $25 has to be given as registration fees (its one time amount). Registration fee can be pay only by credit card.
Step 3: Once everything done then you will be able to contribute in the android market as a developer and contributor.
